MPD-2047 introduces a development category that did not exist in previous Delhi master plans: the High Density Corridor, along the executed stretch of Urban Extension Road II.

The zone

The gazette defines the corridor as a 250-metre-wide band on either side from the edge of the right-of-way of UER-II, subject to the availability of a secondary service road along the executed stretch. It applies in Planning Zones K-I, L, N, P-I and P-II.

The policy also extends to future Urban Extension Road stretches as and when executed.

The plot arithmetic

This is the distinctive part. An "Original Plot" must be a minimum of 8,000 sqm. After surrendering 50 percent, the resulting "Final Plot" of minimum 4,000 sqm is what qualifies for development under the policy.

The Final Plot must form part of the notified Road Network Plan for the concerned land pooling area.

Where land is surrendered beyond the 50 percent maximum deduction — for road widening or public facility — floor area ratio benefits are provided, with approval of the Committee named in the policy.

Voluntary, and it supersedes land use

Participation is voluntary. For plots that participate, land use follows the sanctioned project. Plots that do not participate remain under the prevailing Master Plan policy.

That is the same posture the plan takes on metro corridor development, where participation is also voluntary and existing land use is superseded only for plots that opt in.

Where it does not apply

Environmentally sensitive areas, Low Density Areas, Monument Prohibited Areas and heritage buildings, and Cantonment and defence areas.

What this means

  • The 50 percent surrender is the headline. An owner brings 8,000 sqm and develops on 4,000. Whether that trades favourably depends on the floor area ratio and charges, and on the Road Network Plan the DDA prepares for the corridor.
  • The boundary is worth knowing precisely. Land within 250m of the executed stretch now sits under a different policy than land beyond it, and that changes what a plot can become.
