MPD-2047 consolidates Delhi's peripheral land into a single Low Density Area category.

It comprises areas within the depth of one peripheral village revenue boundary along the border of the National Capital Territory of Delhi, together with the Low Density Residential Area under the previous Master Plan.

The gazette acknowledges plainly that "a considerable part of above areas has already been utilised for planned and unplanned developments."

The stated intent

To ensure planned, uniform and sustainable development while preserving the ecological character of these areas — accommodating compatible residential, institutional and recreational activities alongside public infrastructure, utilities, community facilities and transport networks.

Where the provisions do not apply

The exclusion list is long and it matters.

Notified Lal Dora and extended Lal Dora village land. Land within protected monuments or areas under the Ancient Monuments and Archaeological Sites and Remains Act, 1958. Land within the right-of-way of approved, existing or proposed Master Plan roads, high tension lines, major trunk water supply or sewage lines. Land under identified or regularised unauthorised colonies. Land where the DDA or another government agency had already approved a development plan at the time of notification. Pre-existing institutions approved or under examination for regularisation. Existing godowns in non-conforming areas already considered for regularisation.

Also excluded: areas covered under metro corridor development, High Density Corridor and Land Pooling policies. Those take precedence.

Farm houses and the Ridge

Areas in the notified Ridge, forest land or Regional Park are excluded — other than farm houses sanctioned before 1 August 1990, or later if approved by the concerned municipal body under the provisions applicable to regularisation of existing farm houses.

Those remain subject to clearances from the Central Empowered Committee of the Supreme Court and the Ridge Management Board of the Delhi government.

What this means

  • First question: which policy applies. Metro corridor development, High Density Corridor and land pooling all override the Low Density Area provisions.
  • Second question: whether any exclusion applies — and seven of them are listed above.
  • The date: 1 August 1990 is the one farm house owners should know.
